That is how I extend my hand. I wouldn't want a hand over my head and certainly not near my face. I am short so I get it. Some people do not respect boundaries. I don't like being randomly touched by a stranger and neither would a dog.
Twice today people thought they would help me on the bus. One actually touched me. The other acted like he was going to. I wasn't in danger of falling, but I was holding a pole to steady myself. I needed that pole, but I didn't want someone getting too close.
What must it be like for dogs when everyone thinks they should be able to fondle any random dog they meet.
No wonder some breeds get into trouble. They just want some respect.
