I agree, violence against animals is nothing new. So we are seeing an increase because we are actually seeing what is being done. That does give us a chance to catch and deal with the perpetrators. We need to think over what should be done to such people.
The dogs are another matter. Rescuing them would be tricky. They would need to be retrained. The dogs deserve a chance at a good life. I don't know if I would ever want to trust them with small children.

It is very sad. There seems to be a streak of cruelty in the human species. Most of us are pretty good, but some are terrible. Sometimes their terrible acts seem to over shadow all the good the rest of us do, but there are more of us than there are of them.
That doesn't help the badgers though does it.
