Canada fails the southern killer whales - Catherine - 11-04-2018

Conservationists were calling on the Canadian Government to invoke an emergency order to protect the whales. There are only 74 whales left in the population. It sounds like an emergency to me.

The government thinks the laws we have in place are enough. If they were enough, would we be down to 74 whales?
How few do there have to be before the government acts? Is it an emergency when there are only 70 whales or 60 whales. How about 50 whales, is it an emergency then? How about when there are no whales, is it an emergency then and what can you do about it then?
