This is a complicated situation. The spotted owls are native to the north west USA. The barred owls have been moving west and out competing them.
One proposed solution is to kill the barred owls.

The real problem for both species is habitat loss. If they were not facing habitat loss they would not be in competition.
So we have created the problem by destroying habitats. Now we think we can fix it by killing thousands of owls.
The whole situation is not being well thought out.
I am not sure anything can stop the cull, but it can't be the right thing to do. It won't fix the loss of habitat for either species.
Why are the barred owls moving further west in the first place?
That should be the first question that is answered before anything else is considered.
What would killing that many owls do to the environment?
This could end up being a very big ecological disaster.
