Dog cull in northern community

In one of the northern Saskatchewan communities there is going to be a dog cull. The stray dog problem is completely out of hand.
Several rescue groups came in and removed 100 stray dogs. That was what they had the resources to rescue. It didn't solve the stray problem.
There are still many strays that are sick and hungry with no one to care for them.

The cull is a desperation move in a very difficult situation.
It would make a difference if the dogs were spayed and neutered, but there are no veterinary services to  do that.
Just culling dogs is not going to change anything. It will just have to be done again and again.
There needs to be a long term plan to reduce the numbers of dogs permanently.

The cities use a catch, neuter, release program to deal with stray cats. It is working. The numbers of stray cats is decreasing.
Is there some way to do this for the northern communities. It would be complicated and would need to be adapted, but there needs to be a long term solution to the problem.
