Two Right Whales entangled off of Massachusetts

Two Right whales have been spotted of of Massachusetts entangled in fishing gear. The young one is not expected to survive.
The other, an adult female might survive.
Right Whales are so endangered, the loss of one is a risk to the species. 
Every year some whales become entangled and die. 
There has been a slight increase in the Right Whale population and now we are losing two more.

It is like a never ending battle. The whales fight to survive. We do things to help them. They we do things like losing fishing gear and some of them die.
We really need to regulate fishing gear. Maybe there needs to be some strong penalty for discarding fishing gear. As long as it is cheaper to discard it, why bother to collect it. There needs to be something done and soon, while there are still Right Whales to save.
