Detector dogs at Pearson Airport

Toronto Pearson Airport employs detector dogs to sniff out things in people's luggage. Lately they have been doing very well at detecting undeclared sausages.
Jerry the detector dog sniffed out 5kg of sausage, salami and butter. The traveler was fined $650.00. 
Dharla sniffed out 22kg of raw meat. Moby detected 40 kg of undeclared beef and chicken.

I think $650.00 would have bought a lot of butter and sausages here in Toronto, legally. It just doesn't make sense to smuggle it.
It does create jobs for dogs that are good at sniffing out things.
