Eels exported from UK to Rusia

This is a complicated situation. Glass eels are critically endangered. They breed in the Sargasso sea and migrate to European cities. The eels exported are from the Severn estuary in the UK. It seems that millions have been exported to Russia. It is claimed that they are being brought in as a conservation project to restock the eel population in Russia.  The Sustainable Eel Group, an eel conservation group questions the sale of the eels. The concern is that the eels are actually destined for an Asian market where they will end up in fish farms. They will not be returning to the Sargasso Sea, in that case. They will be eaten.

I don't know if there is any way to verify what the eels are going to be used for. It would be a bit more cautious to send less eels and see some proof  of their use in conservation efforts. To just send off so many eels to an unknown fate is irresponsible considering that they are endangered.
