The Korean newspaper "Herald Economy" has reported (Nov 11th) that the national police agency in Korea has issued an Animal Cruelty Instruction Manual to all police stations. This is the first time in history that the police have been given instruction to intervene in animal cruelty situations.

It may mark a change in the dog and cat meat trade in Korea. That's what the hopes are about right now. I sincerely hope so.
But as a commenter on that article has mentioned, it would be good to see an actual list of what constitutes "animal cruelty" in Korean law.
Although this isn't a petition, it is an update on a petition.
