Hunters refuse to kill bear

A young female bear wandered  into Lithuania's capital. After two days of her wandering around,  the government issued a permit to shoot her.
The hunters refused to do it!
While the government was debating the issue, the bear wandered away.

The bear was from an endangered species. Their numbers are low. The hunters did not want to be responsible for killing a beautiful female bear and endangering her species. I am pleasantly surprised by the behavior of the hunters. They recognized the importance of the bear to her species.
I am surprised at the government for issuing a permit.
