Roadside zoos are poorly regulated. The real feature of a roadside zoo, is that the animals are exploited for money.
Ontario is the worst for roadside zoos. There is little regulation. Animals are housed in poor conditions that do not properly meet their needs.
Some regulation was going to happen when Bill S-15 passed, but it died with the federal election  last winter.
Until something new is proposed, animals continue to live in terrible conditions.

It is hard to believe that is is possible to own a giraffe, legally, but having a chicken is not allowed.
Until something is done, animals will continue to be exploited is some cages in roadside zoos. 
They are not really zoos. Zoos try and teach people about animals and conservation. Roadside zoos just want your money.
