Shelters are often totally overwhelmed. Of course that should not be the reason why a healthy animal should lose its life.
What is needed is more liaising with Rescues (breed rescues & general Rescues/fostering/adoption programmes, etc) And the founding of new Rescue facilities. We need to help these animals (usually dogs and cats), and more effort has to be put in to try harder to save their lives.
