An old man with an old off leash dog arrested

This case is ridiculous. An old man with a walking stick walks slowly along the sidewalk with his old dog. They are not walking too fast and the dog is not on a leash. He does this everyday. A police officer rushed at him and demanded he put the dog on a leash. The whole situation escalated and the officer used pepper spray and knocked him down. He was arrested. Witnesses claim excessive force was used.
The video is shocking.

I find it unbelievable that anyone would react to an old man and his dog like that. The officer certainly didn't show and respect for him.
It is an old dog and an old man. They were not any danger to anyone. The officer should have offered to help the old man cross the road safely.
Not only should he not be facing charges. The officer should be reprimanded.
