How awful. my first thought was not "who did it" so much as "why?" Why on earth??
But I guess this is ominous: (quoted from the article)
"But who might have done this? In our world we deal with a lot of angry people," said Welsh, noting that some pet owners may be upset about impound fees or are upset if they are part of an animal cruelty investigation. "In the animal sheltering business, we have a lot of people that don’t like us."
Or could it have been someone who was upset by the common rule in some shelters, that animals are put to sleep simply because of lack of space? Maybe they thought they were 'setting them free'?
