Helping dogs in Northern Canada

Thank you to Toronto Humane Society for starting this project! It is a very worthy one. At least this will provide some basic-needs care for the dogs.
But knowing all creatures, there will be medical needs outside of these things at one time or another. Are there no resident vets in those areas? I can imagine there may not be enough income for a vet in each specific area. A 'flight away' is a long way to go for a dog who has a bad limp or breathing difficulties. etc, especially in later life when issues do crop up. Maybe there will be a dedicated internet and/or telephone contact with a vet/vets in Canada, for those who live in the remotest areas?? That at least would help with certain problems, and triage those who really need specialist care or diagnostics.
