It is clear they were not setting them free because there were two dogs killed in the shelter and they were not killed by other dogs. There is also blood on the walls. The person attacked the shelter and some of the dogs escaped.
It was an attack on the shelter. There is no indication that the shelter kills animals. Some of the animals were already adopted and were being picked up soon. One of the dogs that was killed in the shelter had just been brought in and it was micro chipped so there was every expectation that the owner would be contacted the next day.
This was a bizarre attack for no obvious reason. People are pretty shaken by it.
