Should shelter employee be charged

She put down that woman's dog the day it was lost. Usually by law they have to hold an animal a minimum amount of time. They can't even rehome a dog until they have held it that long. I think it is three days, but I would have to check. She actually violated the law.

I wonder about something. She had a budget, a certain amount of money provided to her  to run the shelter. She didn't keep the animals or pay staff to keep the shelter open. So what did she do with the money that was provided to keep the shelter open?

I hope they can charge her. No one should get away with what she did.
