I think this is a very good thing. Mainly for the animals themselves, to have some environment which is gentler and cozier than a cage. I can understand that this would be a much more expensive solution, but what a difference it would make to them, and allow them to relax more. They are just like us in that respect; they enjoy more congenial surroundings. We would survive in a cage, but how much nicer to have a sofa and a nice bed!
The environment (sofas, throws, blankets, rugs etc) could all be bought very cheaply from charity shops (thrift shops) and could do twice the amount of good: helping the charities, and helping the animals.
