You said it exactly. Cesar wouldn't have been taken if Candice had been a lawyer or had been in a position to hire a lawyer.
The dog wasn't illegal and there were no actual reports of aggression on his part. Because Candice is homeless she is powerless. They can label her dog as vicious and kill him even though it is not true. 

The whole pit bull issue is badly mishandled. They have been labeled as dangerous even before they are assessed. In some places they are banned. The incidents of dog attacks have not declined. People have a false sense of safety because they think pit bulls are the dangerous dogs. They think that makes other dogs safe. In stead of banning one breed we should be teaching people how to behave around dogs.

While we are at it we should be teaching people how to treat homeless people with respect. This whole thing should not have happened.  I hope Candice finds a way to keep going. Cesar would want her to have a good life even though he can no longer be there.
