I have little doubt that the car companies, saddled with lots of diesel cars which are no longer easy to sell because of pollution fears and increased fuel tax, funded the research with their eyes open. They wanted something tangible, a report, which would say something like, "No worries! The fumes are safe!"
For me, it is equally disturbing that a university was so keen for money that it agreed to do such work - and worse, that a so-called ethics committee approved it! See http://www.dw.com/en/german-university-h...a-42353001
