The answers to your questions lie in the differing interpretations of Islamic law. We have discussed in the past some noble acts by some Muslims towards dogs - e.g. a group of men feeding and evacuating dogs on an abandoned island. However, there are also others who follow traditions and "sayings", some of which are very negative about dogs and some other animals (snakes, crows, rats, kites...). See the discussion here:

As you can see from the discussion there, opinions and interpretations vary considerably amongst Muslims. Iran, unfortunately, seems to be taking the negative view of companion animals to a new low, even banning domestic cats.
