We just seem to create rules about a great many things. People then spend their time struggling with those rules and being miserable because of them.
They feel guilty for failing to keep some rule that was made up in the first place.
It isn't even clear what the rules are about dogs, but many people in Iran are scared and unhappy about these rules.

Life would be much simpler if we lived by basic, practical guidelines(not rules) that show use how to get along with each other.
Humans just love to complicate things. A simple thing like having a dog as a companion becomes a big issue with laws and penalties.
We even complicate prayer and impose structure and rules that make it hard to do. It them becomes a burden to us.

Why can't we just live in peace and enjoy life? If that means having a dog, then why not have a dog? 
Dogs make people happy. That is reason enough for people to have dogs. Any arguments against that don't make sense.
