Newborn puppies abandoned to freeze in the woods

A litter of six puppies was abandoned in the cold woods just hours after birth. Fortunately they were found and rushed to a vet who was able to warm them safely.
The RSPCA took them in and raised them. All but one survived. The other five are doing well even though they really did need their mom.
Sadly this kind of puppy abandonment is becoming too common.

We can understand that times are tough and people can't afford to raise puppies. They probably can't afford to have the mother spayed.
That still doesn't excuse abandoning the puppies to die in the woods. There are animal shelters that could take them. Letting the mother nurse them for a few weeks would make it much easier for the shelter to take them. There is a better solution than abandonment.
How could you ever feel good about leaving puppies to die. Someone must know who did it. Maybe they will be caught. I would worry that the female will keep having litters that will keep being abandoned.
