Lilah thought she had finally found her forever home. She was so happy. Then they brought her back because she isn't potty trained yet.

The adopting family wanted a puppy. They should have been prepared for living with a puppy. You want a dog already trained, adopt an older dog.
You can't have it both ways. You don't get a cute puppy that has the experience of an older dog. You get one or the other.
