At first glance the idea seems odd, maybe even creepy. Then I think of the times I have found a dead pet and have no way of contacting the owners. Animal Services will pick up the body, but they have no way either of knowing whose pet it is.

Keeping track of the dead gives pet owners a chance to find out what happened. Sad as it is, it is better to know than to always wonder.
Also as long as the pet doesn`t appear on the registry, then the pet could still be alive and might be found.
