Should shelter employee be charged

At least if they charge her it should prevent her from ever working in another shelter. 

It just makes me feel sick when I think of the things that go on at some of these shelters. They need to make an example of her so that no one else ever does something like this again.

Maybe the people who had animals killed by her could actually sue her. That would send a strong message.
