All these dogs are rescues and I doubt they were in good shape when they arrived at Mrs. Yang's shelter. When you have that many animals, even with perfect care there will still be some deaths.

Mrs. Yang's first shelter is pretty rough. I doubt she expected to rescue so many animals. It looks like she is building something better. Even if it doesn't meet western standards, you are right about the dogs being better with her than where they would have ended up.

Mrs. Yang needs someone to keep track of "paperwork" for her. Her strength is in caring for the dogs.
