Pens on the grass would be an excellent idea, so long as there was some shade if it was hot.
Yes there are often fundraisers for dogs, and plenty of dogs attend and enoy themselves.
But I can't imagine that cats would generally enjoy anything like that. Their idea of socialisation is very different. There are some exceptions though. I saw a video of a cat who was taken to a 'dog event'! (in harness and lead of course) That cat adored dogs and had a fantastic time meeting and greeting. There appeared to be no mishaps.
