The people did right staying indoors and keeping out of the way. If they'd gone outside the moose would have panicked, bulldozed through that fence and injured itself.
One must always be mindful when dealing with wild animals. Even if your intentions are noble the animal might not understand it that way. Always wise to reflect first on how the animal might react and wheter intervention is necessary.
