Absurd number of abandoned animals in Portugal

Portugal is currently struggling with an extreme number of abandoned animals. There are far more than the shelters can care for and far more than can even be picked up. Tens of thousands of animals are picked up and only a small percentage are adopted.
Contributing factors are unsterilized animals and difficult economic times that make it hard for people to keep their pets.

This is a bit of a crisis. The current resources are not keeping up with the problem. There are rescue groups, but they can only do so much. Strays are no longer put down so the problem will get worse before it gets better.

Definitely there needs to be a push for sterilization to prevent  more puppies from being born. 
I think a real solution would be bringing the excess dogs to places that have room for them. I hope someone contacts an international rescue group that has the resources  to collect and transport dogs to other countries. I am sure many homes could be found in Canada.
Programs to help poorer families keep their pets would also be beneficial. I suspect multiple solutions would be the best long term approach. Helping Portuguese shelters and rescues would be good. Tourists to the country could find a way to help animals as part of their holiday. Maybe they could adopt a dog and take it home. Many people have done that in other places. 
I hope the next news I find about this has some good news.
