Two pound bags of Quest Cat Food are being recalled due to salmonella contamination. This is a serious recall since the cat can become ill from eating the food and humans and other pets can become ill from contact with the food. Salmonella can even be transmitted by things that touched the contaminated food.

As always we need to practice good food handling techniques. Surfaces like counters and cutting boards can easily become contaminated with salmonella. I use a separate cutting board for vegetables that are eaten uncooked. That reduces the risk.
In this case since the food is contaminated it is best to not use it. I don't know if there will be a refund, but even if there isn't the risk is too great. Salmonella can be fatal. Be safe and keep your pets safe.
