Ontario Spring Bear Hunt!

The spring bear hunt was stopped in 1999 and was just reintroduced in 2013.
Basically the spring  bear hunt targets black bears as they emerge from hibernation in the spring. They are hungry and vulnerable.
The hunters are allowed to put out food to attract them. When the starving bear comes to eat the hunter shoots them with a high powered riffle. They are not allowed to kill females, but it happens all the time. It is very hard to tell a female from a young male. 
These females are nursing cubs. When the female doesn't return, they starve.

It is inhumane and very bad sportsmanship. They put out food for a starving animal and kill it when it comes to eat.
What kind of person does that?

Why did they restore the spring bear hunt?

The spring bear hunt brings in a lot of money. The government chose greed over integrity.
It may be wrong to kill nursing mother bears and orphan their cubs, but it makes a lot of money for everyone involved.

I thought we were better than this. We almost were and then we turned back to the bad old days.
