You got that right. The dogs are a warning of an ecological disaster. Toxic chemicals in the environment will only get worse if nothing is done. 
If there is a blue dye where dogs can get at it, who knows what else is present. It can take years before the damage is done and whatever harm there is, it will be irreversible. People should welcome these dogs as messengers warning of danger.
