Pet owners fear dog theft

There has been an increase in the desire for pets during the pandemic. In response there has been an increase in the number of dog thefts. 
People are now scared to walk their dogs.  This is a crime that needs to be watched more carefully. Right now the response to the crime and the penalties do not match the devastation that dog theft if for people  Dogs are our friends and family. They are often our emotional support as well. Having a dog stolen is a horrible thing that effects people deeply.

The laws against dog theft need to reflect how much the crime impacts the victim. Right now it is seen as a property issue. Stealing someone's dog is not like stealing a package. More needs to be done to stop the thefts and to get the dogs back.  It is too easy to take a dog and sell it. If the penalties were greater it would help. If people were more careful about where they buy pets there would be less possibility of selling a stolen dog. 

Maybe dog walkers will have to walk in groups from now on for safety. Stealing a dog from one person might be easy. If there are a number of people and a number of dogs  someone is going to have time to call the police and get pictures of the thieves. 
Maybe dog collars should have alarms like cars. They could go off if the wrong person touches them. That might scare the dog a lot so maybe the idea needs work, but there must be some way to theft-proof a dog.
