A yellow Ribbon or something yellow on the dog's leash means "This dog needs space"
It might be because of health problems, social problems (with humans or other dogs) But the ribbon sends out a warning and advice to anyone approaching.

I think it is a very good idea if used correctly.
But there are times when a dog needs to get used to the company of others, and socialisation is not something to back away from. Some dogs are very uneasy in the company of other dogs, because they haven't mixed much among their own species. So more socialisation can sometimes help. Of course, that depends. So it is at the discretion of the caretaker.
