Iran is to ban its citizens from having companion animals

It sounds incredible, but it is true. Iranian citizens found to be in possession of a companion animal will face jail time. See here:

This is outrageous. As if life was not tough enough, now the people of Iran will not be able to have the comfort of companion animals. Many animals will suffer and die. I don't know if the government will even allow rescue groups to try and save the animals.  People who keep their animals will have to hide them. They will live in fear of being found out. It will be a miserable time for many people and their pets.

Why do some people want to make life unhappy for others?
Why do some people hate animals?

The answers to your questions lie in the differing interpretations of Islamic law. We have discussed in the past some noble acts by some Muslims towards dogs - e.g. a group of men feeding and evacuating dogs on an abandoned island. However, there are also others who follow traditions and "sayings", some of which are very negative about dogs and some other animals (snakes, crows, rats, kites...). See the discussion here:

As you can see from the discussion there, opinions and interpretations vary considerably amongst Muslims. Iran, unfortunately, seems to be taking the negative view of companion animals to a new low, even banning domestic cats.

These dreadful "rules" strip us of vital parts of our Souls and can be no good to anyone, man or beast. I remain baffled by such things to be honest.

We just seem to create rules about a great many things. People then spend their time struggling with those rules and being miserable because of them.
They feel guilty for failing to keep some rule that was made up in the first place.
It isn't even clear what the rules are about dogs, but many people in Iran are scared and unhappy about these rules.

Life would be much simpler if we lived by basic, practical guidelines(not rules) that show use how to get along with each other.
Humans just love to complicate things. A simple thing like having a dog as a companion becomes a big issue with laws and penalties.
We even complicate prayer and impose structure and rules that make it hard to do. It them becomes a burden to us.

Why can't we just live in peace and enjoy life? If that means having a dog, then why not have a dog? 
Dogs make people happy. That is reason enough for people to have dogs. Any arguments against that don't make sense.
