Shark pulled from the ocean and stabbed

In some beach in Florida, two young men pulled a small shark from the water. They dragged it up the beach and stabbed it in the head a number of times.
They didn't kill the shark, they let it die slowly. They two young men were clowning for the camera and treating it like fun.
What they did isn't illegal under Florida law.

I don't know what is worse, the fact that they did it or the fact that it isn't illegal. The cruelty to this shark is outrageous, but they can do it over and over and suffer no consequences. Of course there is karma. 

Florida needs to seriously look at its animal cruelty laws.
