Toronto is experiencing a raccoon distemper outbreak.

Right now, there is an outbreak of raccoon distemper in Toronto. Thousands of raccoons are being reported as dead on the streets. This is many more than the usual number of dead raccoons. Some of the dead would have been hit by cars, but raccoons with distemper are more vulnerable to traffic. They are lethargic and confused.
It is important for people to keep their dogs away from dead raccoons because the disease is transmissible to dogs.
To try and keep up with the problem of dead raccoons, the city has deployed more worker for dead animal pickup.

We have had raccoon distemper outbreaks before. A number of raccoons die from it and then the disease dies out.
I still remember seeing raccoons staggering down the sidewalk during the last outbreak. Once they are sick, I don't think there is any way to help them.
It just has to run its course. The raccoons can get distemper from dogs in the city who are unvaccinated.  It is easier to keep the dog population vaccinated. 
Raccoons are hard to keep track of, let alone vaccinated. It is against the city bylaws to transport a raccoon any distance from where you find it. It is recognized that viruses like distemper could be transported with a raccoon. That would put other species at risk. At least we are containing the outbreak to the city and mostly to the east end. 
Hopefully when the cold weather hits the outbreak will end.
