The USA is close to passing a federal law banning cosmetic testing. That doesn't mean all the states have to comply with the law. It is a confusing system.

Canada is even more confusing. Our laws exist on the city level, the provincial level and the federal level. They can be in conflict with each other and even interfere with each other. Getting something passed that works right across the country is very difficult. Animal testing laws would come under a number of jurisdictions. 
The conflict would be between animal testing requirements for some products and animals rights/ animal cruelty laws. 

The city could pass a bylaw banning all animal testing in city limits, but the province could grant a license for animal testing, to a company that operates in the city. 
The federal government could lift all requirements for animal testing of cosmetics, but the province could require all cosmetics be tested.

You should see us trying to sort out school curriculums for controversial subjects.
Our governments traditionally don't get things done.
