The law must have been weak. It is also not very secure. 

This is a lesson to us about animal cruelty laws. We cannot feel that we have succeeded when a law is passed. We need to strengthen the laws that go with it and back it up. It was an act of cruelty to throw puppies in a rubbish bin. It is also a failure to provide the necessities of life for the puppies. They could be separate charges which would back each other up. If one fails, the other might hold.

I hope the protesters are strong and get their message across.
