The man lives on the Gold Coast of Australia. He has a permit to own the snake. He doesn't have a permit to take it surfing. He posted a video of the event and wildlife officers saw it. They didn't think it was appropriate and they came after him. He has been fined $2000.00 dollars.

I don't think it was a smart move on his part. He is lucky they didn't confiscate the snake.
A lot of snakes like water, but ocean waves are not something they are used to. I don't think the salt water would be good either.
Certainly making it public was not tooo smart.
