Pet snake abandoned in the winter in Ontario

A dead Colombian Red Tailed Boa was found in the water along the shores of the Credit River.
This is not a native reptile. It would have been purchased as a pet and then someone let it go. 
They require temperatures around 80-90F. The poor snake never stood a chance. Temperatures right now are more like 30F.

This makes me so angry. They could have turned the snake in at an animal shelter. If the local shelter was not set up for snakes,
they would at least know who could take a snake. I would have taken it rather than let it die out there in the cold. This was a captive bred animal who is used to being cared for by humans. There is no excuse for abandoning a pet. No pet of any species should be turned loose to die like that.
