Emerson the seal came back

Victoria on Vancouver Island has been having problems with an elephant seal. He even has a name. He has decided to do his annual moult  in Victoria.
It has been a problem so he was relocated to Nootka sound, but he came back. He is 500 pounds so he is no small presence.
The second move was to Barkley Sound, hundreds of km away. He was back in 5 days. That is some seriously good swimming.

He is back again and they have had to close roads to accommodate his movements.

Clearly he likes Victoria. It is a very nice city so I can see why he likes it.
I think they just don't know what to do with a 500 pound seal sleeping on people's front lawns and crossing roads. 
They better think of something. When he comes back next year he will be even bigger.
