Extreme vet's bills

A woman in England was quoted 500 pounds to remove teeth from a dwarf hamster. Dwarf hamsters live 18-24 months on average. That is a huge vet bill, especially when the hamster might only live a matter of months naturally.
The woman solved the problem herself by clipping the hamsters teeth regularly.

I wonder what the vet would have charged to clip the hamsters teeth? If he even knew how to do it!
When I bred dwarf hamsters I clipped teeth. If a tooth breaks evening the teeth out can be enough to fix the problem completely. It is not hard to do and it takes minutes.

Vet bills are a little out of control. The vet could have picked up his nail clippers and one snip and the job is done. Clipping the nails takes longer.
I have heard of people being charged for a check up when the vet didn't even know what kind of animal he was looking at. He actually had to ask.
Don't get me wrong, many vets are doing admirable work. However there are some that really charge horrible amounts and leave families in terrible situations. 
They don't have the money, but they don't want to fail their pets.

I don't know how this can be regulated, but something needs to be done.
