Puppy euthanized without the consent of the owner

A man adopted a 7 month old puppy in April. He had to be away for awhile so he left the dog with his ex. 
She claimed the dog bit her child and she contacted the SPCA and had the dog euthanized.
The man is devastated by the loss of his dog.
The real issue is the fact that it wasn't her dog, so how was she able to have it put down.

The puppy wasn't assessed and given a chance. They let someone other than his owner authorize his death.
That is a little scary. Does that mean someone could pick up your dog and get rid of it without proving that it is their dog?
It also is a warning about who you leave a pet with when you have to be away. How well do you trust them. 
He thought he could trust her, but she is his ex. There must be a reason why they broke up.

Shelters need to be sure of ownership before they do something like euthanasia.
Owners need to be sure of who they leave their pets with.

Finnegan was a healthy young dog. He deserved a full and happy life.
