Shocking animal neglect

I think what really makes this so shocking is the fact that the animals were at a vet clinic. The clinic seems to have put them in the basement and forgotten about them. Healthy dogs don't starve to death overnight so this has been going on for some time.

It is a weird twist to the story that the clinic was taking in strays for the city and neglecting them, but it was a police officer dropping off a stray that found the animals in time to save some of them.

The vet was even boarding people's pets and not feeding them even though he was being paid.
